In 2007, with a goal of a more sustainable New York City, Mayor Bloomberg announced PlaNYC 2030 - an initiative to reduce New York City's energy use 30% by 2030. Commercial buildings account for approximately 39% of all energy used in the US,3 which is why the initiative focuses on commercial properties.

Windows alone account for approximately 12% of all energy used in buildings
,4 which suggests that upgrading all New York City building windows could achieve as much as 16% of the total 2030 goal! PlaNYC 2030 established the sustainability goal, and since a number of laws have been passed that target achieving that goal, including New York Local Laws 84 and 87.

As of May 1, 2011, New York Local Law 84 (NY LL84) requires any building over 50,000 square feet to submit an annual energy benchmark via ENERGY STAR Portfolio Manager. If you fail to submit your information to the ENERGY STAR Portfolio Manager you are fined $2,000 per year. This data is then publicly disclosed so that prospective tenants can compare buildings' energy usage, allowing for more informed decisions about the costs of renting a building space.

New York Local Law 87 (NY LL87) is a follow-up to NY LL84. It requires every building over 50,000 square feet to undergo an energy audit once every 10 years to determine what energy retrofits the building should implement.

The year that your audit is due is based on the final digit of the building's tax block number, as shown in the table.
